The Opportunity

The Leader of Project Management Office will report directly to the Head of IT and has responsibility for governing the delivery of IT and business investment initiatives. This individual will be responsible for developing the organization’s competency:

  • IT Financial Management,
  • IT Performance Management,
  • IT Governance
  • IT Project Management
  • IT Change Management 

The Role

  • Drive IT strategic planning process and budgeting process in alignment with corporate process, and support the portfolio managers by establishing consistent processes and framework to manage the portfolios in different IT domains.
  • Drive establishment and compliance of project management guidelines and practices to ensure effective, efficient, high quality delivery that consistently meets or exceeds the expectations of the business
  • Lead the definition and development of IT delivery processes, policies, standards and practices, and manage centralized assets to support that capability (e.g., tools)
  • Manage the development and support of project/program management tools and reporting to support the project management and leadership communities
  • PMO Process Optimization - Develop and improve PMO processes, including Portfolio Management processes, stage gates and governance linkage to develop and deploy standard PMO ‘ways of working’ to the organization
  • PMO Process Assurance - Training, coaching and review services to support project delivery organizations and to ensure required controls adherence and standards/quality assurance across project delivery organizations
  • Provide thought leadership to program and project delivery and lead continuous improvement program in project delivery

Job Requirements

The Person

  • University Degree in IT or Business, or equivalent experience
  • 10+ years related PMO leadership, preferably with experience in defining and launching PMO function within a multinational organization in an agile environment
  • Professional Certifications (PMI, ITIL, Lean Six Sigma)
  • Demonstrated success in communicating with key stakeholders at all levels of the organization
  • Demonstrated ability to balance competing requirements and interests, keep team focused on top priorities, and find ways to achieve win-win or obtain acceptance/consensus for best compromise
  • Demonstrated consistent utilization of best practices and methodologies to ensure demand management and planning, projects portfolio management and support for customers are met.
  • Ability to understand inter-dependencies between IT and business initiatives to effectively leverage resources.
  • SWOT analysis and problem-solving competences.
  • Expert understanding of business functional and operating needs in highly complex environments.
  • Excellent IT finance, budget and proposal management
  • Ability to review and change processes to achieve best practice standards.
  • Excellent situation management and leadership in critical situation.
  • Willing to travel outside of Singapore
